The following meetings of the Town of Black Earth will be held in the lower level of the Breunig CPA building located at 1116 Mill St. Black Earth:

Town Caucus to be held on Monday, January 6

The Town Caucus for the Spring 2015 elections will be held on Monday, January 6 at 6:15pm, in the basement of the State Bank of Cross Plains, 1030 Mills Street, Black Earth.

What is a caucus?

According to the Wisconsin Caucus Manual, published by the General Accountability Board:

The caucus is a method that may be used by towns and villages for nominating candidates to be placed on the Spring Election ballot. The caucus is open to the public, but only qualified electors of the municipality may nominate and vote for candidates. A person is not required to be a registered voter in order to participate in the caucus. A caucus cannot be used for nominating candidates for the office of Town Sanitary District Commissioner. Nomination papers must be used by Town Sanitary Districts.

Any person who is a United States citizen, 18 years of age or older, who has resided within the municipality for at least 28 days before the caucus is a qualified elector. The voter list from a previous election may be used as an aid in determining if a person qualified as an elector in the municipality at the last election. Any person whose name does not appear on the voter list may be asked to provide some form of identification that lists the person’s name, current address, and if necessary, date of birth.

There is no spring primary for town or village offices when the caucus system is used. However, there may still be a February primary conducted within the town or village for state, county or school district candidates.

Notice is hereby given that an election to be held in the Town of Black Earth, on Tuesday, April 7, 2015, the following offices are to be elected to succeed the present incumbents listed. All terms are for two years beginning on Tuesday, April 21, 2015.

Notice is further given, that a town caucus for the purpose of nominating candidates to appear on the spring election ballot for the above listed offices will be scheduled during the month of December. The caucus will be held on a date not sooner than January 6, 2015 and not later than January 27, 2015. Notice of the scheduled date of the caucus will be given at least five days before the caucus.

Open Book

Town of Black Earth will hold Open Book for the review of the 2014 assessment roll for all taxpayers on Thursday, June 5, 2014 from 8:30 – 10:30 am at 1116 Mills Street, Black Earth, WI 53515.  Instructional material about the assessment and Board of Review procedures will be available at that time for information on how to file and object and the Board of Review procedures under Wisconsin law.  Objection forms must be returned to the Town Clerk in order to arrange an appointment for Board of Review.

Seeking Applicants to Serve In the Offices of Town Chair and Town Clerk

Town Chair

As the result of the retirement of Ken Olson, the Town Board of the Town of Black Earth will appoint a new Chair.  The appointment continues through April 2015.

The Chair presides at all Town Board meetings and is the leader of Black Earth Town government.  It is a part time position with important responsibilities for the future of our community. 

Any adult resident of the Town who has not been convicted of a felony is eligible to apply.  This vacancy presents an important opportunity to serve your community.

Town Clerk

As the result of a resignation, the Town of Black Earth will appoint a Clerk to serve until April 2015.  Any adult resident of the Town who had not been convicted of a felony is eligible to apply. 

This is a part time position that works out of your home. Position requires an individual with solid administrative skills, attention to detail, accounting experience, QuickBooks is a plus. Applicant will need to attend evening board meetings. Other responsibilities include running elections, taking minutes at board meetings, and interacting with several government agencies, the Town Board and the public. Applicants must have good computer skills, communication skills, leadership and organizational skills and able to work alone.

The Town reserves the right to award projects by individual roads to separate bidders, or to award all road projects to one bidder or any combination thereof. The Town also reserves the right to refuse any or all bids and or reject the low bid for cause. Board of Review Will Be Held on May 17

The Board of Review for the Town of Black Earth of Dane County will be held on Friday, May 17, 2013 at 4:00p.m. until final adjournment at 1116 Mills Street, Black Earth.

Please be advised of the following requirement to appear before the Board of Review and procedural requirements of appearing before the Board: 

No person shall be allowed to appear before the Board of Review, to testify to the Board by telephone or to contest the amount of any assessment of real or personal property if the person has refused a reasonable request by certified mail of the Assessor to view such property. 

After the first meeting of the Board of Review and before the Board’s final adjournment, no person who is scheduled to appear before the Board of Review may contact, or provide information to, a member of the Board about the person’s objection except at a session of the Board. 

No person may appear before the Board of Review, testify to the Board by telephone or contest the amount of assessment unless at least 48 hours before the first meeting of the Board or at least 48 hours before the objection is heard of the objection is allowed because the person has been granted a waiver of the 48 hour notice of an intent to file a written objection by appearing before the Board during the first two hours of the meeting and showing good cause for failure to meet the 48 hour notice requirement and files a written objection, that the person provides to the Clerk of the Board of Review notice as to whether the person will ask for removal of any Board member and, if so, which member will be removed and the person’s reasonable estimate of length of time that the hearing will take. 

When appearing before the Board, the person shall specify, in writing, the person’s estimate of the value of the land and of the improvements that are the subject of the person’s objection and specify the information that the person used to arrive at the estimate. 

No person may appear before the Board of Review, testify to the Board by telephone or subject or object to a valuation; if that valuation was made by the Assessor the Objector using the income method; unless the person supplies the Assessor all of the information about income and expenses, as specific in the manual under Sec.73.02(2a) that the Assessor requests. The Town of Black Earth has an ordinance for the confidentiality of information about income and expenses that is provided to the Assessor under this paragraph, unless a court determined that it is inaccurate, is not subject to the right of inspection and copying under Sec 19.35(2) of Wis Statutes. 

The Board shall hear upon oath, by telephone, all ill or disabled persons who present to the Board a letter from a physician, or surgeon, or osteopath that confirms their illness or disability. No other persons may testify be telephone.
