NOTICE IS HEREBY GIVEN the Board of Review for the Town of Black Earth of Dane County shall be held on Tuesday, August 21, 2012 at 4:00p.m. until final adjournment at 1116 Mills Street, Black Earth.
Please be advised of the following requirement to appear before the Board of Review and procedural requirements of appearing before the Board:
No person shall be allowed to appear before the Board of Review, to testify to the Board by telephone or to contest the amount of any assessment of real or personal property if the person has refused a reasonable request by certified mail of the Assessor to view such property.
After the first meeting of the Board of Review and before the Board’s final adjournment, no person who is scheduled to appear before the Board of Review may contact, or provide information to, a member of the Board about the person’s objection except at a session of the Board.
No person may appear before the Board of Review, testify to the Board by telephone or contest the amount of assessment unless at least 48 hours before the first meeting of the Board or at least 48 hours before the objection is heard of the objection is allowed because the person has been granted a waiver of the 48 hour notice of an intent to file a written objection by appearing before the Board during the first two hours of the meeting and showing good cause for failure to meet the 48 hour notice requirement and files a written objection, that the person provides to the Clerk of the Board of Review notice as to whether the person will ask for removal of any Board member and, if so, which member will be removed and the person’s reasonable estimate of length of time that the hearing will take.
When appearing before the Board, the person shall specify, in writing, the person’s estimate of the value of the land and of the improvements that are the subject of the person’s objection and specify the information that the person used to arrive at the estimate.
No person may appear before the Board of Review, testify to the Board by telephone or subject or object to a valuation; if that valuation was made by the Assessor the Objector using the income method; unless the person supplies the Assessor all of the information about income and expenses, as specific in the manual under Sec.73.02(2a) that the Assessor requests. The Town of Black Earth has an ordinance for the confidentiality of information about income and expenses that is provided to the Assessor under this paragraph, unless a court determined that it is inaccurate, is not subject to the right of inspection and copying under Sec 19.35(2) of Wis Statutes.
The Board shall hear upon oath, by telephone, all ill or disabled persons who present to the Board a letter from a physician, or surgeon, or osteopath that confirms their illness or disability. No other persons may testify be telephone.

The OPEN BOOK SESSION will be held on Wednesday, August 15, 2012 from 2:30 – 6:30P.M.
The purpose of the open book session is to compare assessments and discuss any concerns you have with the assessor regarding your property or any other items of interest.
Objection forms are available from the clerk and should be returned to the clerk to set up an appointment for the Board of Review. You may call the clerk at 767-2447 to request a form.

Notice is hereby given for the election to be held on Tuesday, August 14, 2012. Items on the ballot will be US Senator, Representative in Congress District 2, Representative of the State Assembly, District Attorney, and County Offices, of Clerk, Treasurer and Register of Deeds.
The Town of Black Earth has one absentee ballot still outstanding. The final canvassing for this election will be held on MONDAY, June 11, 2012 at 8:00 a.m. This final canvassing will be held at the Black Earth Village Office meeting room at 1210 Mills Street.
Notice is hereby given for the election to be held on Tuesday, June 5, 2012. Items on the ballot will be Governor and Lieutenant Governor. This election will be held in the meeting room of the Black Earth Village Office at 1210 Mills Street. The polls will be open between 7:00a.m. and 8:00p.m.
The next Planning Commission meeting will be held on Monday, June 18, 2012 at 6:30 p.m. at 1116 Mills Street, Black Earth.
The agenda includes a rezone petition for Don and Bev Ripp, and discussions of mining and road weight limits.
Notice is hereby given that the BOARD OF REVIEW FOR THE TOWN OF BLACK EARTH shall convene on Tuesday June 12, 2012 at 6:15 p.m. at 1116 Mills Street, Black Earth. The Board will adjourn to a later date when the assessment roll for all real and personal property is complete. This meeting will take place at 1116 Mills Street.
